Computes the quasi-precessing initial conditions in polar coordinates.

These have the same equations as the aligned-spin, however: - the Hamiltonian is different because it depends on several spin degrees of freedom - appropriate spin projections (and spins themselves) are passed to the Hamiltonian and the RR forces
